Yesterday, October 8, 2003, the Fiscal and Finance Comittee of the Brazilian
Chamber of Deputies approved the Bill of law to institute a Citizen´s Basic
Income from 2005 on, according to the favorable report of Representative
Paulo Bernardo (PT-PR) to the Bill presented by Senator Eduardo Suplicy and
already approved by the Brazilian Senate last December 2002.
The Bill now will be examined by the justice and Constitutuon Comittee. If
approved, it will be considered conclusevely approved by the Chamber of
Deputies and therefore will be examined by President Lula to be sanctioned
or vetoed. According to the bill the Citizen’s Income will be institued
gradually, from 2005 on, starting with those most in need. The value of the
Citizen’s Income will be defined by the Executive, taking into account the
level of the country’s development and the availability of resources.
